S5935-A (Chapter 605 of 2025) bans online sweepstakes casinos that use a dual-currency model. Penalties run from $10,000 to $100,000 per violation, and the law reaches beyond operators to payment processors, geolocation providers, game suppliers, and media affiliates that support them. Real-money online casino bills, including Senator Joseph Addabbo's iGaming proposal, have been introduced in recent sessions but have not passed. On September 9, 2026, VGW agreed to pay $8 million to settle with Attorney General Letitia James and is permanently barred from cash-redeemable sweepstakes in New York. This is not legal advice.

What the New York ban does

S5935-A became law on December 5, 2025 and took effect immediately. It bans online sweepstakes casinos built on the dual-currency model, where free Gold Coins are used for play and Sweeps Coins can be redeemed for cash prizes. Each violation carries a penalty of $10,000 to $100,000. The law also covers payment processors, geolocation providers, game suppliers, and media affiliates that support an illegal operator.

What happened to player accounts

The largest brands stopped Sweeps Coin play in New York in spring 2025, before the law passed. On September 9, 2026, VGW settled with Attorney General Letitia James for $8 million. Under the settlement, VGW is permanently barred from cash-redeemable sweepstakes in New York, must honor Sweeps Coin redemption claims filed within one year of August 31, 2026, and may continue Gold Coin play with no cash prizes. VGW did not admit liability. If you still hold Sweeps Coins at a VGW site, contact its support team about a redemption before that window closes.

Why New York hasn't legalized online casino yet

New York has the fundamentals to be the largest single online casino market in the country: 19.5 million residents, the highest US sports betting handle, and a state government with active interest in expanding gambling revenue. The blockers have been the upstate commercial casino license holders (who fear cannibalization of their physical properties), the gaming union (cannibalization of jobs), and the four NYS Gaming Commission-licensed video lottery facilities. Bills in the 2024 and 2025 sessions failed to make it out of committee.

Legal options in New York

If you're 21+ and physically in New York, online sports betting via DraftKings Sportsbook, FanDuel Sportsbook, BetMGM Sports, Caesars Sportsbook, and Bet365 is fully legal and runs through the New York State Gaming Commission. In-person casino play is available at the commercial casinos, video lottery facilities, and tribal casinos. Social casino games that pay no cash prizes are not covered by the ban.
